FinCEN Moves to Cut Crypto Exchange MEXC Off From the US Financial System

8 November 2026

On 6 November the US Financial Crimes Enforcement Network (FinCEN) issued a final order against MEXC Global, a large offshore crypto exchange. The order prohibits covered US financial institutions from sending or receiving funds, including crypto, to or from MEXC. It is not an OFAC sanctions listing, and it does not freeze customer assets or shut down the exchange's global business. It takes effect 30 days after the order is published in the Federal Register, so the earliest date is in early December.

What happened

FinCEN says MEXC facilitated the movement of at least $16.7 billion between May 2021 and May 2026, and that some of the activity was linked to Russia and continued after sanctions were imposed. The order was issued under a Russia-focused money-laundering law. These are the agency's allegations, not proven findings of a crime. MEXC said it is reviewing the order with its legal and compliance teams, that it continues to operate normally, and that it has started an independent review of its anti-money-laundering controls. Data from CryptoSlate reported roughly $126 million in net outflows from the exchange around the announcement.

What to watch

Watch for the Federal Register publication, MEXC's response, and any move by other banks or payment processors to cut access in the same way. If the exchange's outflows continue, its spreads and depth on the order book are the first things to check.
